Budget Highlights: Energy- Building a Green Mauritius

The rising demand in energy and the soaring prices of oil urge the Government to adopt the strategy of Building a Green future for Mauritius through the Maurice Ile Durable (MID) concept, thereby shifting to local renewable sources of energy away from imported fossil fuel.

A Maurice Ile Durable Fund with wider references will replace the National Energy Fund. The object of the new Fund, for which Rs 1.3 billion have been earmarked, is to step up efforts to protect the environment through recycling, to encourage more efficient use of energy and to increase reliance on renewable energy.

A number of measures are being introduced in the context of MID. Thus Summer Time is being introduced on a pilot basis. The clock will be moved forward one hour as from 1st November 2008 to 31st March 2009. A new grid code is also being charted whereby Government will encourage all households as well as businesses to produce electricity with emerging technologies for renewable energy and guarantees that CEB will buy their renewable energy at a premium.

A new solar water heater loan scheme by the DBM will allow for a grant of Rs 10,000 for every solar water heater purchased through that scheme until December 2009.

A token MID levy of 15 cents per litre on all petroleum products, 15 cents per kilo on LPG and 15 cents per kilo of coal, is being introduced. It will be paid into the MID Fund.

  • Setting up an independent Utility Regulatory Authority for the operation of the electricity market.
  • Launching of a PPP project at Bigara for 25 to 40 megawatts (MW) of wind energy at an estimated cost of Rs 1 billion.
  • Setting up of two new hydro units by the CEB at Midlands Dam and La Nicolière.
  • Developing the Landfill Gas potential at Mare Chicose and using the gas for power generation.
  • Burning solid waste for electricity production.
  • Exploring the use of cane field residues mixed with bagasse as boiler fuel.
  • Establishment of an “Observatoire de l'Énergie.”
  • The use of energy savings lamps for street lighting and for households.
  • Measures to reduce pollution due to traffic and to encourage greater use of public transport.
  • Strengthening the institutional and legal frameworks relating to the energy sector.

    Déjà testée en 1982, l’heure d’été sera à nouveau mise à l’essai à partir de novembre prochain. Economie d’énergie oblige. Reste que l’impact sur l’économie est encore flou.

    Une heure supplémentaire pour tirer profit du soleil estival dès ses premiers rayons. C’est ce que propose le ministre des Finances, Rama Sithanen. Mais soyons clair, il ne s’agit pas que de gagner une heure de lumière naturelle par simple plaisir. L’objectif est de réduire la consommation énergétique qui est plus importante le soir que tôt le matin.

    «Nous prenons aujourd’hui la décision d’adopter l’heure d’été à Maurice, et donc, de repousser l’horloge d’une heure à compter du 1er novembre 2008 au 31 mars 2009 […] cette mesure ne sera établie que sur une base pilote et reconduite annuellement si elle se révèle bénéfique et apporte non seulement les bénéfices escomptés en matière d’économie d’énergie mais aussi en allouant plus de temps aux activités de loisirs, de shopping ou de sports entre autres.» Clairement, Rama Sithanen lie cette décision à des considérations économiques.

    Toutefois, l’impression d’une décision prise sans étude préalable sur les impacts sociaux et économiques plane. L’ancien ministre de l’Energie, Swalay Kasenally, qui avait introduit en 1982 pour la première fois l’heure d’été, regrette qu’il n’y ait pas eu «de campagne d’information préalable, de consultations avec les acteurs, syndicats, opérateurs des secteurs du tourisme, de l’agriculture, de l’offshore, ou de la zone franche». Il y a 25 ans, cette mesure «avant-gardiste» n’a pas été maintenue pour des raisons, notamment politiques, «le MMM [ayant] quitté le gouvernement le 22 mars 1983, c’est-à-dire peu de temps après la fin de cette période du summer time. Il n’y a pas eu de suivi sur l’impact de cette mesure». Et l’heure d’été a été remisée au placard.

    Différents secteurs d’activité devraient être concernés par l’adoption de l’heure d’été. À commencer par les entreprises de Business Process Outsourcing (BPO) et les centres d’appels. Ces entreprises travaillent principalement avec des clients européens, français ou anglais majoritairement. Outre des coûts d’opération meilleur marché et une main-d’œuvre compétente, les clients européens profitent aussi du décalage horaire relativement faible avec Maurice. Doit-on s’attendre à des aménagements spécifiques ? Comment gérer un décalage durant la période d’été austral passant de quatre heures à cinq heures entre Londres et Port Louis, et de trois heures à quatre heures entre Paris et Maurice ?
